Is there a wat that I can I pay to be listed in my local White Pages? I know that my number won't be listed by default. But, is there a way to actually pay for that?

The answer probably differs from place to place. Why not call the local telco that publishes the white pages, and ask?

My number was originally issued by Verizon (Bell Atlantic).
It was ported to Vonage.
Five years later it was ported to Ooma.
Throughout that time my number has remained in the Verizon white pages.
I suspect this is because Verizon charges a monthly fee to remove a number from their listings.
My Florida number, which was issued by Ooma, does not appear in a directory.
