Can I use these funds to pay for my monthly taxes @ $3 - $4 instead of charging my credit card?

Can I used these funds to order another Telo Handset?

Not sure when $ is loaded in there from your credit card but if prepaid account credit given by ooma, then only can be used for international long distance, 411, or domestic calling via ooma app.
