making internatonal calls

When using Ooma Telo or Ooma mobile while traveling in a foreign Country (Italy), do I dial the international access code to call an Italian phone no. (As if I was calling from the US) or do I use the internal country calling numbers as I am located within the country.

Dial as if u were in US.
