Oops.

Supposedly, (XXX)-555-4141 gets you directory assistance so I think any area code + 555-4141 will incur the 99 cents charge to the prepaid account.

Maybe Ooma can put 700-555-4141 in the exception table and disallow it.

Who cares about what Vonage does or did?
I could not find any other mention of 555-4141 as DA, whereas 555-1212 is proverbial.

Fine, for whatever reason a few VoIP providers started using 555-4141 as DA.
Still, the questions stand: why not the standard 555-1212, how to opt out of it, and why does Ooma insist on charging for 700-555-4141?

The standard 555-1212 also works with Ooma (charge of $0.99).
I am taking a wild guess but (area code)-555-4141 becoming a DA call may have to do with the communications platforms that Ooma uses? (The Hub uses Asterisk, Telo uses Freeswitch)
Not sure if Ooma is insisting on charging since they gave you a refund. I think with the way the system is behaving, they'd want to see you avoid dialing 700-555-4141 unless you really want DA.

Our carrier team added a change so that any calls to 700 numbers will be directed to a "Your call cannot be completed" message, instead of to the 411 service.

Now, that's a quick turnaround!

Not sure if the fix is not in or what but when using the Ooma app, I found the following:

Of the 2 "Verify your long distance" numbers,

700-555-4141 <-- still connects to 411 and charges $0.99
your area code-700-4141 <-- tried a couple of area codes and got "your call can not be completed"
