...will that be counted on my 3000 minutes limit per month even if it is supposed to be a free call?

Since it's an outgoing call, I would say yes.

From the FAQ:

https://www.ooma.com/learn/ooma_faq.php ... opular#q16

16. Is there a maximum amount of minutes per month?

Like all other "unlimited services" such as cell phone data plans and other VoIP services, we do have a limit of 3000 minutes per month (for outbound calling) that we can enforce on a case by case basis in the event that a subscriber is clearly abusing the service (i.e. call centers, commercial purposes, etc.). We have never terminated a customer that has used the service for residential purposes.

Are you planning to use it for non-residential purposes? If not, then you shouldn't need to worry.

800 calls are free, so, no they would not count toward any limit.

Is it safe to assume that same goes for ooma to ooma calls?

Do international calls [that we pay per minute] count toward the 3000 minute limit per month?

Do any unused minutes "rollover" to the next month?

Your paying for international calls.. so the answer would be no. Because the more you use its more revenue for ooma!

Also, 3000 minutes limit sounds like a precaution as they clearly don't want people to abuse it(like the FAQs suggest call centers/telemarketing etc)
