When placing an out going call how do I select my line one or line two?

If you are on a call and wish to make a second call on the same phone handset
You may find yourself in a situation where you're already on the phone and you need to make a new call on a different line (for example, to initiate a conference call). If this happens you have a couple of different options:
•Press the 2 button on your Ooma Telo. Note: The 2 light should be off when you press it, indicating that the second line is available.
•Press the flash key on your telephone or the Answer button on your Ooma Telo Handset.
Important: No matter how you activate your Instant Second Line, you'll know you're ready to call when you hear Ooma's signature dialtone!

The physical lines one and two have no relation to your two phone numbers. The first call will always use line 1.
If you have a Telo handset you can configure it as a personal device and then assign your second phone number to it.
Calls from that handset will use the second number by default and calls coming into the second number will only ring on that handset.

I have Premier and have tried the methods others have mentioned.
When I press #2 on my Telo the call on line one is terminated.
Can't get a dial tone on line two.
When I press **1 on my Panasonic cordless phone I get a fast busy signal
and no dial tone.
Do I have my setting wrong? Any tips to help me use my second line/phone number?

Even while paying for Premier?
The call waiting on my set up (Panasonic DECT) is very flakey, drops most calls.

Yes. Without a Telo handset you only have one path into the Telo via the phone jack.
The needed second path is via DECT 6 wireless between the Telo handset and the Telo base.

With my set up can I make a second outgoing call while someone is on
a first call? (with Premier, DECT cordless but without Telo cordless handset)
My Comcast speeds are good (I think) at 33Mbps down and 5Mbps up.
